Chinese character is a kind of signal which is used to record Chinese. It has more than3,400-year history since the inscriptions on the bones appeared in Shang Dynasty. Chinese character, having written down the long and twisted history of the Chinese nation and brilliant Chinese culture, constantly keeps its feature of expressing meanings in the process of change and reform with its indomitable and lively vitality. Research on meaning-expressed character has been an important field in academic world.Nowadays, literacy teaching is affected by many elements. Such as teachers’idea of the research on literacy teaching, teachers’ own quality, hardware and software of teaching are all the main elements of affecting literacy-teaching. It is widespread that the Chinese teachers in elementary school don’t know the rule and culture that Chinese character contains and don’t have the knowledge of pedagogy and psychology. In addition, improper educational orientation also has great effect on literacy teaching. Both the theory of characters falling behind and the impact of cultural reformation destroy the Chinese character heavily, which leads to some literacy teaching methods with utility and one-sidedness. All of these restrain the development of literacy teaching.The current situation of literacy teaching has to be reformed. On the basis of the original teaching achievements, we should1) transform old concepts, set up the new teaching concept of scientific literacy;2) strengthen the theoretical research of scientific literacy teaching;3) improve the theoretical level and business quality;4) execute modern literacy teaching by using scientific teaching idea and method;5) improve the efficiency of literacy teaching and obtain the best effects. The thesis mainly studies the literacy teaching strategies of low grade in elementary school. It is based on the feature of Chinese character as well as different stock of knowledge individually of the low-grade students in elementary school, explores the basic strategy of literacy teaching by analyzing the basic theory of literacy.
