Therefore, the Chinese government is currently facing an important problem is how to better use of education funding to more effective educational resources configuration, has a very significant impact on the education of this country.Firstly, a detailed analysis of the historical background and current status of the university government procurement, and pointed out the benefits and significance of higher education in the use of government procurement; Secondly, a detailed introduction of several common methods of performance evaluation, the final choice data network analysis, the basic concepts of analysis and data network, and often the model was introduced, and a contrast to the several common methods; once again, this article describes the detailed data envelopment analysis.In this paper, follow the principle of the index structure to build the basis of the above, the current education performance evaluation index system, an improvement over the formation of a more reasonable evaluation index system. Most of the use of the proposed evaluation index system, and select the13universities in Zhejiang Province empirical research, Therefore, we can make certain adjustments to the amount of input-output resources, and colleges and universities from low efficiency to high efficiency even turned DEA efficient. Empirical analysis verified the validity of this indicator system and evaluation methods, this paper research work has provided a basic mentality and the model for the university government procurement work achievements appraisal.
