Analysis On Specialization Strategies Of Social Work Agency Founded By University Teacher

In the context of China’s social restructuring, patterns of interests differentiating and government function transforming, social work is required to solve social problems, meet the needs of society and promote social justice。That is the main reason that social work is pushed forward by the government. It should be said that social work in China was facing problems like the lack of support from the system and insufficient in job opportunities before the government’s promotion. While setting up the career system of social work, we are meeting new difficulties now, such as low social acceptance and ineffective professional service methods. Thus, the specialization of social work arises as the current key point.In order to promote the specialization of social work, the Ministry of Civil Affairs issued a notice to promote private social work agencies in October2009, which encouraged social work teachers to establish agencies, relying on their professional resources. University teachers, especially in Shanghai and Shenzhen, founded private agencies rapidly, and that drew wide attention of the community. Agencies founded by university teachers have offered a route to boost the specialization under current circumstances.This paper intends to analyze the specialization route of a Shanghai-based agency founded by a university teacher. The study finds that the S agency promotes its specialization through2strategies as sticking on altruism of social work, putting theories into practice, and obtaining the authority and autonomy of the social work profession. Based on the analysis of S agency’s difficulties on specialization, author suggests to building ethical values of social work, establishing evaluation criteria for service projects, building career regulations and legislating for social work.
