Research On The Shaping Mechanism Of Social Work Service Semi-specialization

Under the background of the transformation of government functions and construction of service-oriented government,social work has become an important part of the government in the field of social services.The government continues to innovate its management model,and social organizations undertake some government functions by purchasing social work service projects.In the context of the project system in which the government purchases social work services,this paper takes the children’s village project undertaken by X institution in N city as an example,uses methods such as literature analysis,participatory observation and interview to focus on the semi-professional shaping mechanism of social work services.Comb through literature and taking part in the project practice observation,the author found that the needs of the project services to undertake party X institutions in the specific project implementation present service specialization phenomenon,namely on the needs assessment of the service object,X institutions rely mainly on individual experience and social consensus,lack of professional the use of needs assessment tools and methods;In terms of project content and activity design,the phenomenon of homogenized service is serious,and the degree of correspondence between professional theory and service design needs to be improved.In the process of project implementation,it tends to provide activies-oriented and indexed services.To be specific,the project undertaker X institution is subject to the indicators of the project contract,and the services provided are suspected of being formalized,which may lead to poor service results.In project summary and evaluation,it failed to refine experience and improve itself in time,and the evaluation scale selected could not reflect the real thoughts of service objects.Therefore,the author designed the interview outline and conducted the interview with the interviewees.Research from the perspective of the relationship between social work organization and the government,from the government’s administrative constraints,and social organization of the response to two dimensions,the study found the administrative power under the influence of the main constraints of fuzzy contract purchase mechanism,"half public" project bidding mechanism and evaluation mechanism of "light weight",in order to deal with constraints from administrative power,Organization X adopts the initiative catering strategy,the project design of benchmarking evaluation documents,and the service form of "heavy material,light service".From the perspective of interaction between social work and the government,the study found that under the cooperative relationship between social work and the government,social work institutions take the initiative to meet the needs of the government,and present performance-oriented,full-time services.Half a professional social work service phenomenon formation,is actually a project scheme in the actual execution of flexibility and compromise and,as a result of because of the social work organization’s survival and operation depends on the government project funding,take the initiative to cater to strategy,and on the project set priority to meet the government demand for services in the index,adopt index in the process of service,It does not reflect the professional services of social work,and there are shortcomings in the quality of services and professional methods.The government should continue to improve the project purchase system and do a good job of supervision,and institutions should also make efforts to improve the professionalism of services.
