The rural minimum living standard security system, as an one of the most important social assistance system, has been supplying relief for lots of poor residents since it came into force in2007. While the situation of them remains severe, moreover, many problems has not been solved yet, such as the welfare dependence associated with the relief, the entitled person without accessing to social assistance, and so on. In fact, policy implementation influenced the effect of policy practice significantly under the established conditions. For this reason, it’s necessary to study the implementation of the rural minimum living standard security system.This article looks at the rural relief system by observing the operation of the minimum living standard security system, and analyzing the specificity of rural field and welfare field based on Bourdieu’s theory of practical sociology. By using the concepts of fields, habits as the tools of research, the author study the practice of policy within the "S village field" and analyze the situation in the effect of the strategies and habits of actors during the practicing process through the case study. As research shows, the habits of village leaders would be different from others for their particular roles. People who want to apply for the living allowance or have gotten the allowance would try their best to gain more resources or maintain the rights on the particular position. However, other villagers wouldn’t condemn those two kinds of people for the reason to give themselves a posterior. So on that basis, the problems could be figured out by the improvement of the minimum living standard security system and building the habits of villagers.
