| The rural minimum living guarantee system in China(hereinafter referred to as "rural minimum living guarantee")has played an important role in ensuring the minimum living standard for rural disadvantaged groups and securing the bottom line of livelihood guarantee.However,influenced by subjective and objective factors,there is still a problem of welfare dependence in the implementation of the minimum living allowance system.Welfare dependence on subsistence allowances not only damages social fairness and justice,wastes social assistance resources,but also hinders the sustainable development of welfare dependent individuals.It is an undeniable constraint in the high-quality development process of social assistance.Based on a field survey in Yan village,a key assistance village for rural revitalization in western Hubei,the paper analyzes the current situation of welfare dependence of rural subsistence allowance recipients from three aspects: group identification,group mirroring,and typological characteristics.It also analyzes the social work intervention space for welfare dependence of rural subsistence allowance recipients;Under the guidance of empowerment theory,social learning theory,and cognitive behavior theory,group work practices aimed at reducing the welfare dependence of subsistence allowances have been carried out.The main conclusions of the study are as follows:The registered residence population of Yan village is 1684,of which 120 are the recipients of subsistence allowances,accounting for 7%.It can be seen that the coverage of subsistence allowances in Yan village is high;Among the 120 subsistence allowance recipients,24 people have welfare dependency issues,accounting for up to 20%.It can be seen that the welfare dependency problem of subsistence allowance recipients in Yan village is more prominent.The group image of the beneficiaries of basic social security benefits in Yan village is as follows: firstly,in terms of age structure,the beneficiaries of basic social security benefits are mostly concentrated between the ages of 33 to 54,which is the golden age for labor and employment;There is a strong contrast between the age structure characteristics of the low-income welfare dependent group and their lack of ambition.Secondly,in terms of health status,except for a few individuals with general illnesses or mild disabilities,the majority of those who rely on basic social security benefits have a healthy or good level of physical health.Thirdly,in terms of educational level,the beneficiaries of subsistence allowances generally have a low level of education,with the vast majority having only a junior high school education or below,and some even being illiterate,greatly affecting their chances of high-quality employment.Fourthly,in terms of employment status,half of those who rely on subsistence allowances are mainly engaged in agriculture,while nearly 40% of those who rely on subsistence allowances are unemployed or unemployed.Fifthly,in terms of dependency burden,75% of the beneficiaries of subsistence allowances have two or more dependency burdens,which is at a relatively high level of dependency burden.There are two main types of people in Yan village who rely on subsistence allowances.One type is active dependence,with typical characteristics being: lack of employment willingness;Intentionally implicit income;Relying solely on policies and assistance.Another type is passive dependence,which is characterized by the inability to find an ideal job despite having the willingness to work;Heavy burden of upbringing,affecting full employment;Low income from farming makes it difficult to maintain basic living standards.Based on the mirror distribution and typological analysis of the beneficiaries of basic social security benefits in Yan village,social workers have found that social work interventions for beneficiaries of basic social security benefits can be carried out from three aspects: guiding values,improving employment skills,and integrating resource links.Based on the above analysis,social workers,guided by empowerment theory,social learning theory,and cognitive behavior theory,have carried out group work practices aimed at reducing the welfare dependence of low-income individuals.In the early stages of group activities,social workers established professional trust relationships with group members through various games and interactive links,while reducing the sense of unfamiliarity among group members and creating a relaxed and pleasant atmosphere for carrying out activities.In the middle of group activities,social workers encourage members to find their shining points and re recognize themselves,in order to stimulate their endogenous motivation and help them increase their willingness to work;At the same time,by organizing employment counseling groups,we aim to enhance their employment skills and confidence.In the later stage of group activities,by linking employment opportunity resources,help team members expand employment opportunities and break free from welfare dependence.The evaluation of the group work process found that group members showed positive performance in the activities,were able to actively cooperate with social workers to complete various tasks,and significantly improved their willingness and ability to find employment.Social workers played a good role as guides and coordinators in the group activities.The evaluation of group work results shows that the vast majority of group members believe that group activities are helpful to themselves,can improve their employment ability,enhance their self-confidence,increase their employment channels,and reduce their welfare dependence.The vast majority of group members believe that the arrangement of group activities is reasonable and are satisfied with the group activities.Overall,group work has achieved certain results in intervening in the welfare dependency issue of rural subsistence allowance recipients,but there are also shortcomings such as a single intervention method.The social work intervention on the issue of rural subsistence allowance welfare dependence is a systematic project that needs further improvement in the following aspects: firstly,to strengthen policy propaganda and guide subsistence allowance recipients to establish a healthy development perspective;Secondly,improve the employment incentive mechanism and guide low-income earners to actively seek employment;Thirdly,improve the family social support network and promote full employment for low-income families;The fourth is to improve the coordinated intervention mechanism of the five social groups,and assist the sustainable development of low-income groups. |
