Doctoral supervisors is a group of important and special college teachers, theirperformance is important for national scientific research and the quality of doctoralstudents. The research results indicate that the competencies of doctoral supervisorare multi-dimensional. The construct is a second order model which includes4aspects, those are ethics and characteristics, teaching and guidance, scholarism andresearch, management and cooperation.Doctoral supervisors have different characteristics in different career developmentperiods. They can set the specifically core development content based on thecompetency model. In the period of rapid growth, the core development contents ofdoctoral supervisors are strengthening the academic level, expanding relevantknowledge, insisting on academic value and accumulating the instructing skills andexperience. In the period of maturity, the core development contents are strengtheningthe sense of mission, firming the will and instructing attitude, improving thedecision-making ability and raising supervisory frequency. In the later period,doctoral supervisors should continuously keep academic enthusiasm, improve thesense of responsibility and insist academic democracy. For the evaluation, we canmake a measuring questionnaire based on the descriptions of the competencies’ level,or use behaviorally anchored rating scale method to assess the level of doctoralsupervisors’ competency. The results can be used to guide and promote thedevelopment of doctoral supervisors.
