The critical measure of Teacher Personnel System Reform is the implementation of paying for performance system. The disparities between the development of the education in East and West China exist for a long time, and the difference between urban and rural is significant. Thus, this reform is inclined to the teachers in the first-tire cities and rural areas, improve the teachers’status, reasonably configure the teacher resources, maintain the teachers troop stable, attract and encourage various excellent talents to engage in education, lay the foundations, and provide the conditions for the promotion of the development of mandatory education in balance. Meanwhile, strength the teachers’professional development, play an important guiding role in promoting enthusiasm of teachers’daily work.But since this system has been carried out, the discontent has been rising around the primary and secondary school teachers in each region. The system itself suffered from various suspicions and worry. Thus, combining with the practice investigation and the specific operation of the typical cases and interviews in each region, in this research, comprehensively understand the situation after the implementation of the teachers’merit pay under the current mandatory education. Start from the system itself, clearly understand the merit pay system and profoundly analyze the problem during the implementation, find out the reasons, thereby, propose advisable and feasible measures. This research includes five parts as follow:In the first part, introduce the research background of this thesis, the overview of the related research, explanation of the significance, methods and conceptsThe second part, analyze the implementation background and foundation of the teachers’ merit pay system of China, introduce the main contents of this system.The third part, integrate with typical cases in each region and personnel investigation and interview, to summarize the present situation of the teachers’merit pay system under the mandatory education in China.The fourth part, find out problems and analyze reasons in terms of the current situation after teachers’merit pay system in practice.The fifth part, reflect on the teachers’ merit pay system itself and its derivative problems under mandatory education of China.
