China is currently in a transformation period both in economy and society.Urbanization and industrialization have entered a new stage of rapid developmentwhich not only improves the living standards of the residents but also renders theirlifestyle richer and more colorful. Meanwhile, we have to pay due attention to theemergence of a new problem: a growing floating population, consisting mainly ofyoung people, swarm into the city for work or study. While bringing development andvitality to the city, they in many cases aggravate social instability. The floating youthare a special group posing a cause for concern. They resemble other floating groups inmobility and congregation. However, they are also renowned for their mentalinstability and drifting values. Therefore, the research on juvenile delinquency amongthe floating youth is a very urgent undertaking. The floating youngsters are amarginalized group. Their behavior, thinking style and living conditions have longbeen neglected. Government and society often lack the appropriate regulatorymeasures and seem powerless in dealing with this group on the margin. The incidenceof behavior problems among floating youth is much higher than that of both the localyouth group and most other social groups. Domestic and foreign academic circleshave done much research work on this issue. Many scholars have analyzed the causesof juvenile delinquency among the floating youth group from the perspective ofpsychology, sociology and criminology and have proposed various solutions. But anaccurate and detailed analysis is still yet to come. The author holds that the behaviorof any social group both sprouts from and is constrained by the social structure therein.This article, therefore, adopts Durkheim’s social anomie theory to analyze juvenilecrimes among the floating youth group. The findings suggest that factors underlyingtheir crimes may be related with the weakening of the social norms. The analysis ismade against a large background of social transformation featuring unstable social structures. The author analyzes the characteristics of their criminal behavior by takinginto account of the special psychological characteristics and cultural values of thefloating youngsters. The impact of social policy and social support on the juveniledelinquency among the floating youth is also explored. As a conclusion, the authorproposes to prevent adolescent crimes through combining psychological counselingand value orientation with the efforts from the community, social organizations, andthe government. It is an undeniable fact that juvenile delinquency among the floatingyouth is a thorny and multi-faceted issue.
