The importance of pre-school education for the individual person, the family and even the future development of the country has been increasingly indentified by all people. As a result of the phenomenon of market-oriented education and "all the money" ideal spread the society, the public benefit and welfare characters of the pre-school education were taken place by high costs. So parents must pay a high tuition for their children to the kindergarten which has became a common experience. In recent years, as the rapid differentiation of social classes, the living gap was widened gradually, different social classes are in the face of different phenomenon of high tuition.Therefore, the paper took this phenomenon as the object of this study, put it in the perspective of social stratification, adopted the research method of literature study, questionnaire, interview. Based on thorough investigation of high tuition of pre-school education, described the two levels of phenomenon of high tuition, revealed its reasons, the corresponding policy recommendations was proposed to change this phenomenon.This paper mainly includes the following four parts:The first chapter:Expounded the theoretical basis of this study including the theory of social stratification at home and abroad, and introduced the classified method in this study.The second chapter, through the questionnaire data input, processed, combed three kinds of the phenomenon of high tuition. First of all, objectively upper middle class’s absolute expenditure was higher than the bottom class. But the rations between bottom family’s expense for kindergarten and family income, the rations between bottom family’s expense for kindergarten and family’s expense were all much higher than upper families. Second, subjectively, upper middle class felt high tuition much strongly than the bottom class, At last, the paper revealed the deep current situation which hided behind the objective phenomenon.The third chapter, the researcher explored the causes of phenomenon of high tuition from three aspects, revealed the basic reason from the view of resource imbalance, revealed the deep reason from the view of class remake, revealed the different feeling among classes from the perspective of psychology.The fourth chapter, put forward the policy suggestions to solve the problem of phenomenon of high tuition. First, the government must strengthen financial investment to solve this problem that all classes are facing. Second, emphatically resolve the problem of the bottom class through learning the empirical model both domestic and foreign. At last, according to the group aphasia phenomenon when the bottom class face the problem, the researcher put forward the policy suggestions to promote the bottom class’s right to speak.
