As an important measure to improve the overall quality of primary and secondaryteachers, especially in rural school,“National Teacher Training Program” was fully carriedout in China in2010. It is of great significance to further promote the balanced developmentof compulsory education and the reform of basic education, and the scientific and rationaltraining program is an important prerequisite for the success of the “National TeacherTraining Program”. Because of the research of national training plan has been not a long time,and the design and implementation of short-term centralized training program in “NationalTeacher Training Program” is rarely researched by people, so this article takes the junior ITdiscipline for example, on basis of the pre-survey, to study deeply on the design and practiceof the program for the short-term concentrated training in “National Teacher TrainingProgram”, in order to help the training organizer to improve the training effectiveness andachieve the training target.This article is divided into six parts: Part I, introduction. Described the status of study,the purpose and significance, research and ideas, research methods; Part II, theoretical basis.Described the basic theory referenced in this study: constructivist learning theory, blendedlearning theory, teacher professional development theory and life-long learning theory; PartIII, training needs analysis and study. The author uses the questionnaire on the trainees, tograsp the basic situation and training needs of the trainees and summary the problems in theprevious training and analysis of the causes of these problems deeply; Part IV, the design ofthe training program. In accordance with the relevant documentation requirements, this articleestablishes the guiding ideology of the training programs and design principles, and designsthe training program scientifically and rationally from the following eight areas: trainingobjectives and requirements, training objects and teacher arrangements, training content,training schedule, training method, evaluation mode, organization management and follow-uptraining support; Part V, implementation and evaluation. In order to test the effectiveness ofthe training programs, this part implements and evaluates the designed programs in practicaltraining; Part VI, summary and outlook. Summarized the research and described the innovation, insufficient and the idea of follow-up study.Through the pre-training research, this study has accurately grasped the trainees’expectations and the problems of the previous training; in addition, this article has fullystudied the characteristics of the project of “National Teacher Training Program” anddisciplines of junior IT, so the designed training program is highly targeted. Practical studieshave shown that the training program is feasible and effective; it has played a good role inpromoting the junior high school IT teachers’ professional knowledge and teachingcompetence, and greatly improved the quality of the training.
