Primary education is the foundation of education.In order to build solid education and improve the quality of the whole education,primary education is an important stage that cannot be neglected.Therefore,the construction of primary school teachers is of vital importance.China urgently needs to train more professional and high-quality primary school teachers,update their teaching concepts,and learn advanced teaching methods to adapt to the increasingly heavy teaching tasks and the development of new curriculum standards.In this context,the " national training program " of primary and secondary school teacher training program has indeed played an exemplary role in the continuing education of teachers in China.In a decade," national training program " teacher training program has been improved and adjusted by many scholars and undertaking units,and is gradually moving towards a standardized and systematic development path,and has made indelible contributions to improving the quality of participating teachers.However,there are still many problems in the current " national training program " that need to be further improved.How to make use of the existing resources and information conditions to make short-term intensive training more efficient and high-quality to complete the task is worth our research and exploration.This study is based on the "national training program" of primary and secondary school backbone teachers training project undertaken by Hebei normal university.First of all,this study through the literature search experience of teacher training at home and abroad so far,"the culture program development present situation,the main problems at present stage,national policies and PDCA theory related content;Using the method of questionnaire investigation,interview to attend training of students,to undertake the project training unit management personnel in the investigation;The result of the investigation analysis and induction,and a written report,it sums up the problems existing in the current teacher training,will correspond to the actual situation of our school management of PDCA theory applied to the training.The training process is divided into: P-plan training plan design,D-do training plan implementation,C-check inspection and assessment,A-act adjustment and improvement.Based on the PDCA theory,a new hybrid training mode of "national cultivation plan" for primary school backbone teachers was created.According to the curriculum arrangement and objectives,videos and video courseware were made during the classroom teaching,and an online learning platform corresponding to the offline platform was built.Finally,the training results were examined,and the conclusion was drawn through the questionnaire analysis to verify whether the expected training objectives and expectations were achieved.The innovations are as follows: firstly,it provides a new training mode for the current "national training program",enriching the content of teacher training;secondly,it integrates the most popular online learning into the whole training process,providing a new way for teacher training;thirdly,it introduces the PDCA concept of management into the training,bringing new theories and new ideas for teacher training.This study is in the national vigorously promote teacher training background,the current situation of ability level of primary school in Hebei province backbone teachers and the problems existing in the each link in the process of teacher training,Based on the teacher's life-long learning,Kirkpatrick's four-level model of training evaluation,PDCA cycle and other theories,With the help of the teacher training project of "national training program",we will actively explore the blended learning model combining online and offline,so as to provide some reference for improving the teacher training effect and model innovation of "national training program".
