"The compulsory education teachers'performance evaluation research under the background of teacher performance salary reform" is the theory inquiry and practical exploration according to the "teachers' performance evaluation" current situation after the "performance salary" reform implemented in compulsory education stage from 2009.The core concept of this paper is to provide overall implement references of theory thinking and evaluation plan, so as to guide the effective implement of compulsory education performance evaluation.The paper includes four main parts:Part one:the analysis of compulsory education teachers' performance salary and performance evaluation. Mainly from the market economy running characteristics, the paper emphasizes that compulsory education carrying out the "Distribution according to work" performance salary is the result of the deepening reform of public institution's management system and education system, is the inevitable trend of teachers' labor remuneration reform under the market economic system. Because the teacher labor's characteristics of independence and autonomy, complexity and creativity, long-term and late effect make teachers' salary impossible only according to the principle of distribution according to work of social market economy to evaluate teacher's job performance, but should take teachers'work behavior and process into consideration. Therefore, teachers' performance salary is divided into two parts:"the basic wage accounts for 70%"and"incentive wage accounts for 30%", but the "performance evaluation" is the redistribution of the latter. And then, this paper discussed teachers performance evaluation's concept, important purpose and meaning from the concept, characteristics, basic elements, standard, method and function of the performance evaluation.Part two:The analysis of the current situation of the compulsory education's performance evaluation. The paper discussed the compulsory education's performance appraisal situation and existing problems from the questionnaire and interview of 100 principals and teachers:Firstly, the current situation and existing problems of compulsory education teachers'performance evaluation; Secondly, How to establish scientific, fair and effective teacher performance evaluation scheme is a primary confusion of school administrators; Thirdly, The unfair and unreasonable phenomenon of teachers' performance evaluation scheme formulated and operation process deepened teachers' doubts towards performance evaluation. Fourthly, School administrators' and teachers' different understanding of the performance is the key to influence the effective performance evaluation scheme. At the same time, the thesis discussed countermeasures to solve the problem form "democratic decision-making, fair appraisal, resolve conflict and strengthen communication" four aspects.Part three:Theory traces of the compulsory education teachers'performance evaluation. The research shows that, correctly implement the "performance evaluation" relates to school administrators' management concept and the schools own management system reform. And managers' different understanding of performance and index system setting reflected the school-running thought and development level to a certain extent. The paper discussed that the smooth implementation of the teachers' performance appraisal is the overall reform of school management system from the four aspects "the school development goals, school-based management, humanistic principle and school performance". The paper mainly emphasis that the premise of "performance" is the school should have the long-term development targets; to establish evaluation scheme suitable for each school's actual situation is the inevitable need to implement school-based management; people-oriented inspection plan, protruding teacher professional development is the key of performance evaluation; lastly, pay attention to school performance, and to improve the efficiency of teachers'performance evaluation is the core. I think that, School administrators should not treat teachers performance only based on the concept that "examination is for examination", but take good advantage of teachers performance evaluation opportunity to think the school's running concept and developing direction comprehensively and systematically, thinking of running a school concept and the development direction, and take students and teachers' sustainable development as the starting point and end-result of management, to improve the educational quality.Part four:research on the compulsory education teachers' performance evaluation methods. Firstly, I discussed from the theory that the teachers' performance appraisal index should include "moral evaluation, teaching workload, teaching work, the teacher in charge works and research papers" five aspects; then, I put forward six aspects of specific advice on the compulsory education teachers performance evaluation:firstly, Create healthy performance assessment culture, provide ideas for the implementation of performance assessment; secondly, scientific decision-making, step-by-step practice is essential to perfect examination scheme in practice. Thirdly, the reliability and validity of the inspection plan the key of performance evaluation's effectiveness. Fourthly, to play teacher's main body participation is the performance target. Fifthly, combined the personal assessment with the organization examination organically will have better way. Sixthly, to strengthen teacher training and explore teachers potential power to ensure the sustainable development of performance evaluation. At the same time, the paper takes the Britain and the United State's value-added evaluation as the reference, and discusses both the magnitude and promoting ratio's reference meaning in the compulsory education teachers' performance evaluation.
