With China’s reform and opening up for over 30 years and quick development of urbanization, a large number of floating population are moving to big cities like Shanghai. As part of floating population, the external industrial workers have stable jobs and living place, but their children have to face the unfairness of pre-school education.This paper introduces the policy of admission to nursery with the background of household registration and residence permit system. Since only local children have right to the public kindergarten and the private resources can not meet the market demands,3 problems come out in the pre-school education for these floating children. First, they don’t get equal chance to public kindergarten as local children, which leads to their admission to nursery is difficult. Second, they don’t enjoy the equal education environment and quality as local children. Third, after finishing the pre-school education, they also have difficulties in the admission of compulsory education.In the view of this paper, the external industrial workers make a long-term contribution to the economic development of local industrial area, so as return, their floating children should have rights to enjoy the local educational resources and services. It concludes with both hands that illegal kindergartens Sould be banned and more pre-school educational resources should be increased around the local industrial area. The national legislation should be made for pre-school education. The government should take efforts to regulate the private kindergartens and provides more financial and policy support for pre-school education. The social members such as enterprises in the industrial zone and collective economy should appropriately be introduced into the role of educational investors. Meanwhile, the educational resources should be planned properly around the industrial zone in case of the characteristics of the industry and workers.When it comes to the details, this paper investigates the floating children’s parents who are industrial workers and local related governmental sectors in A Town, P District of Shanghai and also analyzes and studies the condition, problems and causes of local pre-school education for floating children. It is mentioned that the National, Municipal and District Government should take different responsibilities in classification to support these children’s pre-school education.
