A Research On The Administration Process Of China’s Urban Community

Urban community building is an important step in the process of improving thelocal administration system, featuring long-term, arduousness and complexity. Thedevelopment of urban community is directly connected to the city’s level ofdevelopment. It has impact on the overall process of urban development process andurban social stability. Urban community building has a fundamental and strategicposition in the overall urban social development. On the other hand, the development ofurban community is largely dependent upon the urban community administration.Therefore, the improvement of urban community administration is of great significanceand influence for the promotion of urban communities and the improvement of basicurban administration system.In this paper, the urban community administration process is regarded as theinteraction and mutually reinforcement of the four dimensions: administration body,objects, methods and value. Meanwhile, this paper takes administration theories,theories about the relationship of government and society and theories about NGO asthe theoretical framework. Furthermore, this paper also includes a review of currentdomestic and international community administration theories and practice. Taking theDonghu Dajun Community of Suzhou Industrial Park as a case study, conclude generalissues in the administration of China’s urban communities through the case study ofbuilding a "Three-Type" community. It is then extended to the analysis of commonproblems and causes of China’s urban communities from the perspective ofadministrative subject, object and administration methods. Finally, this paper discussesthe improvement measures of the urban community administration from theperspectives of subject, object and administration methods.The paper concludes with suggestions about improving the urban communityadministration process. The community power redistribution and the establishment of a sound administration structure is necessary before the objectives of the urbancommunity administration can be achieved. Necessary measures also include reformingcommunity administration methods to build a multi-center system and urbancommunity public service mechanism. These measures can help the perfection of theobjects of community service classification, investment and financing and competitionmechanisms.
