Research On The Present Situation And Improvement Countermeasures Of Testing Economy

Testing economy includes various economic activities and economicbehaviors around the examination. It takes market activities as the carrier towork for various tests through services or holding tests to bring economicbenefits, as well as economic behaviors targeting the realization of political,economic, cultural and educational purposes. There are more than3millionpeople participating in various exams in China each year, which has the mostnumber of people participating in the exams. With the increasing in testingsubjects, test time more frequent and testing scale enlarging, more and moreorganizations and individuals allured by the huge economic returns in it andactively involved into the market of test, thus further stimulates the rapiddevelopment of testing economy.With the rapid development of Hunan testing economy, a lot of problemshave appeared, such as testing organization monopoly occurs, the phenomenonof “test raises test itself” is common; owing to lack of testing regulationconstraint, irregularity behavior in testing occurs frequently; the forms of test arein monotony and exist repeating setting, exam resources wasted heavily; themarket of test is in chaos and in low reputation. Unfair competition in it isserious, supervision in tests is inadequate, and violation of testing regulationshappened from time to time though prohibitions are issued, all those broughtvery bad negative effects in society, seriously impeded the healthy developmentof testing economy. This paper indicates the current existing problems through researching therelevant theories about testing economy, taking Hunan as an example, andcombining the present situation of Hunan testing economy. Then through thephenomenon to check its essence, analyze the causes of these problems and putforward some countermeasures. The specific measures are as follows:innovating the testing management system, establishing and improving the lawsand regulations of testing economy, optimizing and integrating exam resources,scientifically standardizing the organizing ways of test; improving the operationand supervision mechanism of testing market; strengthening the honesty in testand seriously implementing the testing rules; and actively exploring pilot testingand implementing, and so on. Therefore, through all these measures to promotethe healthy development of testing economy in Hunan and the whole China.
