According to the "CPC Central Committee and State Council on Deepening theEducational Reform’s decision to promote quality education," pointed out:"The youngpeople have a healthy body for the country and the people and guarantee the basicpremise is a manifestation of the vitality of the Chinese nation. At school Educationshould establish the guiding ideology of health first, strengthen physical education,physical development, enhance their physical, fast and good so that students masterbasic motor skills, students good habits of physical exercise,"the contents of theeducation Department issued in2001and piloted in secondary schools "Sports andHealth Course", to meet the requirements of quality education, with the implementationof measures for the Ministry of Education, educational institutions and the enhancementof Liaodong Peninsula, the quality of physical education, enhance physical and mentalhealth of students, enhance their physical fitness, the quality of students as a strong willto carry out and implement important to comprehensively promote the quality ofgeneral secondary education in the Liaodong Peninsula.In this paper, the literature, questionnaire, expert interviews and statistics on theLiaodong Peninsula (Dalian, Yingkou, Anshan, Dandong, Panjin, Liaoyang and Benxiseven prefecture-level cities) in charge of leading and junior high school physicaleducation teachers serving conducted a survey to study the Liaodong PeninsulaSecondary School Teaching Physical Education and Sports; school physical educationteachers as well as their own quality of teaching physical education level ofunderstanding; school leaders in charge of the work of Physical Education in the levelof awareness; school physical education facilities situation and to face these problemsand promote measures to be taken.Survey results show that the administrative departments of the Liaodong Peninsulaschools and school leaders and some physical education teachers on implementation ofthe "Sports and Health" has a certain significance although the awareness andunderstanding of, but in its understanding of the implementation process and have verydifferent, thought the lack of implementation of the new "Sports and Health" theurgency and initiative; schools shortage of funds, a serious shortage of investment insports facilities, construction sites each year, the purchase of sports equipment, capitalequipment can not meet, incomplete school sports equipment, sports equipment are alsomissing some of the value in use, lack of management, the use of low impact andconstraints of these are also an important factor in the development of physicaleducation; the quality of physical education teachers and vocational training isinadequate.In this paper, the Liaodong Peninsula PE teaching in general secondary schoolscarried out a detailed status surveys and studies, research and analysis, and strive towork in the Liaodong Peninsula physical education to figure out the problems,according to the scientific development concept is now on the Liaodong PeninsulaPhysical Education the work of a number of recommendations in order to promote thework of physical education Liaodong Peninsula, but also for the new curriculumstandards for physical education and health carried out in the Liaodong Peninsula to provide a theoretical basis.
