"Standards-based education movement" has been prevailing in America in recent years, in this movement, people set strict curriculum standards and exam evaluation system in order to improve the teaching quality of American basic education. In1995, National Association for Sport and Physical Education issued the first national standards for physical education the National Physical Education Standards. After ten years practice, NASPE updated the National Physical Education Standards in2005. Physical education teachers play an important role in the education reform and the implementation of the standards. To ensure the National Physical Education Standards will take effect in physical education reform, NASPE published the National Initial Physical Education Teacher Education Standards and the National Advanced Physical Education Teacher Education Standards in2001and revised them in2008. In this paper, the author chose the National Initial Physical Education Teacher Education Standards as a research object and made an analysis and comparison of the standards in2001to the standards in2008though the methods of literature, comparative research, interview, in order to determine what kind of knowledge, qualities, and abilities the physical education teacher candidates should have. The conclusion may provide some good consultancies for Physical education teacher education reform in China.This thesis is divided into six parts:Part[Ⅰ] Physical education teachers play an important role in Chinese physical education reform. What kind of qualities should physical education teachers have in order to implement Chinese national physical education standards? The author advances the purpose and the meaning of this thesis with this question.Part [Ⅱ] The introduction and translation of the2001National Initial Physical Education Teacher Education Standards. the standards embody10specific standards:content knowledge; growth and development; diverse students; management and motivation; communication; planning and instruction; student assessment; reflection; technology; collaboration.Part [Ⅲ] the introduction and translation of the2008National Initial Physical Education Teacher Education Standards. The standards embody6specific standards:scientific and theoretical knowledge; skill and fitness based competence; planning and implementation; instructional delivery and management; impact on student learning; professionalism. Part [Ⅳ] The author makes a comparative analysis of two editions of the National Initial Physical Education Teacher Education Standards. The similarities of two editions of standards are that the standards ask for physical education teacher candidates to possess widely theoretical professional knowledge, skill and fitness based competence, and to take the teaching procedure as a whole. The differences between two editions of standards are that the2008version focuses more on a physical education teacher candidate’s motor skill and fitness competence, the abilities of teaching, and professionalism.Part [Ⅴ] Through the introduction and comparative analysis of two editions of the National Initial Physical Education Teacher Education Standards, the author concludes that Chinese physical education teacher candidates should possess widely theoretical knowledge, motor skill and fitness competence, the ability of organized teaching and professional attitude to ensure the basic physical education reform in China.Part [Ⅵ] The conclusion of the paper. Though the comparative analysis, we should pay more attention to Chinese physical education candidates’ professional knowledge, motor skill, and attitude.
