Studies On Perfecting Rural Medical Insurance In Yangtze River Delta

Since the reform and opening up especially the―Eleventh Five Year‖period, theYangtze River Delta witnessed the setting up of the basic Medical insurance system whichcovered urban and rural residents. There are still some shortcomings to overcome, just likethe splitting of medical insurance, the incompatibly of medical policy and the prominentdisparities of medical benefits btween urban and rural area. Under the background ofcoordinating of urban and rural medical insurance, we have to make clear how to solve theabove problems, to make a jump from―cover‖to―universal‖urban and rural medicalinsurance system which is becoming a worthy subject of study.Under the guidance of the rural–urban coordinating development theory, the paperanalyzed the comprehensive situation of medical insurance and the conditions to achieveurban–rural integration of medical insurance in the Yangtze River Delta, and draw on theexperience of abroad.tentatively proposed to built up the universal medical insurance inthe relatively developed Yangtze River Delta, as well as breakthrough the bottleneck of thedevelopment of rural medical insurance. The options of the urban and rural medicalinsurance system: option one, targeted population including urban and rural residents;finance coposititued by30%personal commitment and70%government commitment,outpatient service reburse30%and in hospital reburse50%.the rest potions are10%increase on compensation other term same as before.then from the perspective of thebalance of financing and supply to demonstrate the feasibility of the potions by using thestatistical software SPSS program. To validate the resident affordability is to prove whetherthe thirty percent finding is the right proportion to last year annual income between2%and3%. As well as70%financing is the right proportion to fiscal expenditure between5%and7%.the result show that option one and option two programs are feasible in the YangtzeRiver Delta. Option three and option four programs will be gradually achieved. It bears great significance to establish the urban and rural medical security system.onone hand, urban and rural medical security system design to achieve the connection onpolicy between urban and rural, the unified management, the same standard.on the otherhand, urban and rural medical security overcome the shortcoming of themselves, tomaximize the fairness and to improve system efficiency as well as fitting the law ofself-development.
