| In the past 40 years of reform and open to the world,the rapid changes in science and technology have brought unprecedented economic changes.The social pattern of China is undergoing profound changes.The core role of talent has once again reached the peak of history.At the same time,the decline of the demographic dividend has created an urgent need for the introduction of young people.There are new step in urban competition for the government to issue a policy to attract talents.Since 2017,cities have successively introduced various talent policies.At the same time,the competition for talent between cities is particularly fierce.Comprehensively improving the level of talent attraction is the primary task of current urban development.This article first combs the domestic and foreign related research on talent mobility and talent attraction,draws on the talent attraction evaluation indicators of scholars Zhang Zhenhua,Song Hong,and Wang Wenyin.Based on the "push and pull" theory,establishes that the city provides employment from the perspective of talent demand.The urban talent attractiveness evaluation index system consists of 14 indicators in three aspects,just as the ability to provide development opportunities,and the ability to provide living environment.Through principal component analysis and cluster analysis,empirical research on the attractiveness of talents in multiple cities is carried out,and the city rankings are obtained and classified by combining weights."Yangtze River Delta" urban agglomeration talent attractiveness evaluation research results show that Shanghai,Suzhou and Ningbo have a higher comprehensive score of talent attractiveness as the first-tier cities,and their talent attractiveness level is relatively good;Wuxi,Hangzhou,Changzhou,Nanjing,Nantong,Jiaxing,Yangzhou,Huzhou,Shaoxing and Wenzhou rank in the second echelon,slightly lower than the first echelon cities;Wuhu,Taizhou,Yancheng,Hefei,Taizhou,Chuzhou,Ma’anshan,Anqing,Zhoushan,Xuancheng,Jinhua,Chizhou,Tongling,Zhenjiang and other cities have low scores,and their talent attraction is worse than that of the first and second tier cities,which is basically in line with the geographical distribution of talent attraction in China.Finally,the cluster analysis method is used to classify these cities in combination with the city’s comprehensive ranking and sub-item ranking,and the following countermeasures are given optimizing the industrial layout to stimulate new economic growth points;strengthening the construction of the economic environment and promoting the accumulation of talents to improve the ability of urban agglomerations to provide employment;Improve the talent training policy mechanism,improve the education and scientific research environment;respect all kinds of talents,improve the relevant policies and measures to attract talents to improve the ability of urban agglomerations to provide development opportunities;improve the level of urban natural living environment construction;strengthen the improvement of urban social living environment Improve the ability of urban agglomerations to provide a living environment. |
