In recent years, the expansion plan in colleges made the level of students in different ways,"elite education" is changing to "mass education" gradually, especially for the universities for nationalities. Due to the restrictions of school conditions and teaching standards in various ethnic minority areas, the ability to master and apply knowledge has a large gap between the national students. Allowing these students to start college courses in the same starting point, it will definitely lead to the polarization of students’achievement. For the limitations of the traditional teaching mode, we need to change our teaching concepts, change teaching philosophy, and improve the teaching mode. We need to explore a new teaching mode to adapt to chemical major of the universities for nationalities in new period. The implementation of the hierarchical teaching has become a reality need and an inevitable choice. This mode can take into account the individual differences comprehensively, so that all students can get maximum progress.In this paper, combining with the current situation of chemical education in ethnic minority areas and the mode in chemical major of universities for nationalities, and the development process of the hierarchical teaching mode, I put forward to build hierarchical teaching mode. Hierarchical teaching is a mode that can adapt to culture personnel in chemical major of universities for nationalities on the background of the expansion plan in colleges, it can mobilize the students’initiative and enthusiasm fully, and it is a new mode of education reform which reflects the students as the main body.In this paper, I have studied of the development at home and abroad and theoretical basis of hierarchical teaching deeply, and I have used the method of questionnaire and data statistics to survey of the students of Northwest University for Nationalities, and researched the inevitability of carrying out hierarchical teaching in chemical major of universities for nationalities. On this basis, I put forward the principle of constructing the hierarchical teaching mode, including hierarchical principle of students, courses, teaching objectives and evaluation principles, teaching principles and so on. I also put forward the implementation procedures and strategies of the hierarchical teaching, from the preparatory work to students stratification, curriculum stratification, development of hierarchical teaching objectives, allocation of teaching resources, teaching stratification, hierarchical assessment and evaluation and other aspects, I have all raised the concrete strategies and requirements. Furthermore, I pointed out the questions should be noted in the process of carrying out the hierarchical teaching mode in the special circumstances of national institutions, in order to ensure the hierarchical teaching develop smoothly.
