Along with the arrival of information age, international technology as the representativeof the new technology has set off a new revolution in the field of education. Every elementshas been given new characteristics of the time, especially in the field of higher education, thestate has put forward higher requirements for talent cultivation. Therefore, no matter fromeducation and teaching, academic research, administration and other aspects, deep-seatedreform does not permit of any delay. As a pioneer of reform in higher education, the overallquality of teachers both determines the success or failure of education reform, and alsorestricts the process of it. Especially in the period of education informatization, the state andsociety put forward higher requirements for teachers who undertake teaching and educatingwork. They are required to innovative their educational idea, enhance instructionaltechnology and improve their online teaching literacy.In this situation, combined with the requirement by 《The State Guide of CollegeTeachers’ Educational Technology Ability》,this study introduces the concept,that is "CollegeTeachers’ Online Instruction Competency " by means of the concept of "Competency "coming from the field of business management. On this basis, through literature study, theauthor constructs a college teachers’ online instruction competency model. Besides, the studysupplements the model by the experts predict, and some college students’ interviews.Meanwhile, this study validates the competency model to determine whether it has a certaindegree of differentiation. That is, it can be an effective application of the selection in onlineinstruction teachers, the evaluation on online instruction performance of in-service teachers,and the training practice of online instruction skills.This article defines the meaning of online instruction as "Using the net to assist orimplement instruction ". At the same time, on the basis of some meanings and related theoriesabout teachers’ online instruction literacy, college teachers’ educational technology ability andteachers’ competency, this study sums up some specific indicators about college teachers’online instruction competency from the three dimensions of knowledge, skills, attitudes andvalues through literature analysis, to form a basic structure of the competency model.In order to improve the competency model, this article validate s the scientific oftheoretical competency model, interview and mining the core competency characteristics bymeans of Delphi method and BEI method. To combine theory with practice, this studyverifies the validity of the model by issuing questionnaires to some college teachers. At theend, this article puts forward some application strategies for the function of competencymodel through theoretical study and practical investigation, in order to provide little help to the professional development of college teachers.
