As a significant factor of the education in China, Rural Education is relatedto the future development of china. Especially after the “Double-Base”has beenproposed, the Rural Education will have been the key part of the Education, infuture. However, the imbalance of compulsory education the urban-rural dualstructure, leads to the situation that rural economy development level is largelylower than urban economy development level. In this situation, the universitygraduate is unwillingness as a teacher in rural area. The rural education meetsthe difficulties as the nine-year compulsory education, the gap between the ruraleducation and urban education is obvious. Another way, the collage students meetthe difficulties of employment from the1999year. Between the difficulties ofemployment and the education lower in rural education, the Ministry of Education,treasury department, ministry of personnel, and even central authorities hasbeen accepted the policy “Compulsory education of compulsory education aboutthe specially contracted teachers’ plan” and then the plan has been startedwith the policy. The plan is trying to have the teachers from the college schoolas a teacher in rural school, who will have three years in there. In principle,the teacher who has been employed has the responsibility of the villages andtowns schools. The plan gives many prominent teachers to the rural education,the same way, and the problems of the employment of collage students have beensolved. However, how about the problems after three years?The purpose of the plan of the specially contracted teachers is to encouragethe collage students to the basic level city as a teacher, and the last goalis to improve the situation fundamentally. The research is trying to survey theproblems of specially contracted teachers, staying or not. And the problems ofthe specially contracted teachers who choose the new occupation have problemsof the “staying or not”. Above the problems, the research has the detailedanalysis of causes, at the same time, the research will give the measures tourge the specially contracted teachers stayed continually, and the problems ofrural education are solved.
