Scenario session is one of the most important means of learning English, and plays a keyrole in the students spoken English, listening, and its actual use of language ability. However,the English Scenario Session by the classroom time is limited, the limit of the urban and ruralteachers’ level of difference, and many other factors, have not been effectively implemented.In2009, China’s formal entry into the3G era and gradually moving towards4G, the rapiddevelopment of technology makes mobile learning be possible. Mobile learning from theconditions of time, space and other constraints, which can effectively improve the Englishteaching situation, with perfect integration.Insight into the shortcoming of classroom teaching, analyze the causes,and try toimprove the bad quo with the information technology.In the process of learning, theenvironment and use of IT will directly affect the quality and effectiveness of teaching.Aftermaking a comprehensive analysis of the existing IT environment, we choose a mobilelearning model. Under the guidance of the constructivist learning theory and the newcompulsory education in primary school English curriculum standards, we diagnose andanalyze the integration points.With combining Mobile learning and the English Scenario Session, the article elaboratethe targets and principles in designing the mobile learning platform of Primary Englishscenario session learning system. It also make a prototype design of the platform. In order toimprove students’ ability to use language, the platform is mainly to solve the following issues:1. How to make learners take the initiative to participate in the construction of resources,resource creators, managers and defenders;2. How to stimulate the desire of students to express thoughts and feelings in English, inorder to mobilize the enthusiasm of its inquiry-based learning;3. How teachers and students between the one-to-many, many to many differentteaching methods, in order to meet the different needs of the learning process;4. how to achieve resource sharing, to provide students with the learning materials;5. How to promote collaborative learning among students, to explore the process easyand enjoyable;6. How to make the platform for learners to produce lasting appeal, enable students tocontinue to benefit from it.
