Education aims to let each man’s ability to get as far as possible development and let each man’s thoughts and behavior get as much of the perfection. Education also plays an irreplaceable role to realize social justice and the development of harmonious society. Keeping a watchful eye on education fairness means to concern the steady development of our state and society. As a development stage of education fair, education opportunity fairness has risen to the core of present education fairness. To understand the education opportunity fairness correctly is better to make for solving the unfair phenomena of current education field. This paper makes education opportunity fairness as the second stage of education fairness development, explains the connotation of education opportunity fairness, search the corresponding theory support, discusses the unfair current situation of education opportunity fairness respectively in basic education non-compulsory education stage and compulsory education stage under the framework of "having school","receiving good education""continuing learning". Finally in the countermeasures study, the paper rational fixes position for the government, society, instructed personal and family to seek the approach of their responsibility and function under the process of promoting education opportunity fairness. The basic framework of this paper is as follows:The first part is introduction which introduces the research background, the research significance, the research status at home and abroad and the research objective, ideas and methods;The second part elaborates the connotation and meaning of education opportunity fairness, concludes the relationship between education fairness and education opportunity fairness through the different requirements of education fairness in different development phase, and makes education opportunity fair as a requirement of the development phase and searches basis from two aspects of theory and reality. And it is also the innovation points in the paper;The third part introduces the intellectual context of education opportunity fair, makes the Marxist education justice theory as a foundation, and respectively expounds education opportunity fair of Chinese traditional culture, western education opportunity fair thought and the education opportunity fair thought of Chinese Communist Party;The fourth part elaborates the flaw present situation of current China education opportunity fair in basic education non-compulsory education stage and compulsory education stage through "having school","receiving good education"."continuing learning", and analyses the reason;The fifth part separately discusses the approach of education opportunity fair from the government, the society and individual.
