Fairness has always been society's ideal and goal pursuited by human. Fairness of education is fairness extended in the field of education, also Fairness of Higher Education is fairness extended in the field of Higher Education. Fairness of Higher Education is divided into fairness of the starting point, fairness of the process and fairness of the result. Fairness of the starting point equals fairness of the enrollment opportunity of Higher Education. In recent decades, our Country's Higher Education has made great progress, but always exists some problems which are unfair for peoples in the enrollment opportunity of Higher Education. Fairness in the enrollment opportunity of Higher Education related to social stability and sustainable development, so the research has a theoretical and practical significance on the fairness of the enrollment opportunity of Higher Education.With the theory of related to education, economics, public management, the Writer analyzed the fair of our Country's enrollment opportunity. The paper is divided into six parts: Part I describes the background of why choosing the issue, literature review of home and abroad, the purpose and meaning, ideas and methods of the research; the second part defines the relevant core concepts and theoretical basis for the definition of elaboration; The third part states the status of Fair Access to Higher Education in China and various problems existed in the Access to Higher Education in China; In fourth part the writer finds the causes of unequal access to higher education made by social reality, education policies and institutional factors; The fifth part brings forword some corresponding policy recommendations from the aspects of the national fiscal policy, the school admission policy, educational resources, the legal aspects of Higher Education and national macro-economic policy. Finally, through the analysis we have a clear understanding: the difference of access to Higher Education is an objective existence, and it is impossible to achieve absolute fairness in practice, but we can strive to make the enrollment opportunity of Higher Education tend to unlimited fair.
