The Performance-based Paying System has been practiced in the compulsory education schools ever since2009. From then on, local educational administratives and school management have been exploring scientific, normative, fair and unbiased performance evaluation (PE) systems. On the other hand, establishing a system for evaluating faculty performance is a complex topic that involves considerations of the benefit of faculty and the motivating nature of the system itself. This thesis analyzes the problems of the current PE system from the unique perspective of an elementary school management, and proposes novel ideas and initial solutions for PE system reforming based on investigation and analysis.The thesis uses an investigational approach to obtain the opinions of the nearly one hundred elementary school teachers, coming from six schools of Tianxin district of Changsha. It then uses an analysis approach to mine the response data in the dimension of posts, ages, genders, subjects, professional ranks and multiple prospects of the PE system itself. This yielded some meaningful observations and conclusions. Some of these observations and conclusions confirmed judgments based on common sense, while others revealed unnoticed problems of the current PE system. It also applies a literature-mining approach to understand the trends of faculty PE system development both at home and abroad, which provides theoretical and practical support for the thesis.Study on the investigation responses shows that the current PE system suffers from problems of teacher involvement in formulation, system comprehensiveness, execution effectiveness and evaluation scientificalness. The thesis presents analysis and thoughts on these problems and proposes an approach to alleviate them by constructing a PE system based on diversification of evaluation, as well as by improving its constituting elements including training system, performance guiding system, operation mechanism and coordinating mechanism.
