| It has been pointed out clearly to perfect the modern university system with Chinesecharacteristic in National long-term education reform and development plan outline. Soto the university concerned, the modern university system embodied in every aspect. Inrecent twenty and thirty years, university’s two levels of managing system of universityand college has been blossoming and developing. Especially with the constant expansionof higher education, with its reformation and development, many local universities havelooked the two levels of managing system of college as a very important measure for theinternal managing system reformation. In the two levels of university and collegemanagement, the most important aspect is the teaching management. However, under thelimitations of the current economic system, social environment, as well as the universityitself to the development of these objective factors, many local universities of theirteaching management have just stayed in the form of set, without having a clearmanagement in divisions of functions, responsibilities, management mode and operationmechanism.In this paper, the two levels of teaching management in university has beenanalyzed the need of researching it, from defining some concerned concepts and relatedtheoretical basis. This paper has drawn on the experiences of learning developedcountries as the USA, UK and Japan, and summarized their features and advantages byanalyzing their excellent managing method and system; then viewed on our currentcondition, and pointed out that our problems in the two levels of teaching management.This paper has analyzed the basic principle of the teaching management system ofuniversity and college, and pointed out the main idea of the modern university system:human-centered and serviced atmosphere. At last, this paper has built up a scientificmode, while some internal and external requests. By using normative analysis method, comparative analysis method and systemanalysis method, this paper has a comprehensive research to try to find our problems inthe two levels of teaching management. The writer wants to use a more scientific proofand thorough studying to provide a clear direction in order to solve the problems andgive some useful advices in the practice. |
