With the development of both society and technology, informatization has gradually stepped into diversified fields, in which information and data are received and processed with information clients or management systems.In the field of human resource management, it is the main trend to improve management methods, integrate human resource through information technology, and accelerate integrated exploration of human resource. In this information time, the prospering of human resource management theories is imposing new challenges to the traditional ones in China universities.Modern university human resource management system, which is of immediate necessity and importance in introducing informatization to university human resource management, is expected to promote university human resource management. However, the nature of universities denies direct utilization of human resource management software, and demands tailored informatized management platform and system according to their own features and management models, so as to achieve scientific management.Starting from the unveiled problems in the investigation of present situation of the development and use of human resource management system in China universities, this study probes the common features of operational demands in human resource management of most domestic universities with the case study of Xi'an University of Technology. Based on human resource management theories, through the combined methods in information study and system science, this study, then proposes a design scheme of information system for university human resource management. One of the function modules of this system, comprehensive personnel management module, is highlighted in this thesis.Meanwhile, key technologies for system design and external support for system construction are elaborated. The functions of this newly designed systems, aiming at regulating and optimizing operation processes as well as improving efficiency and service quality, administer staff information such as comprehensive personnel information, position appointment information,salary, performance evaluation, etc.,therefore provide effective evidences and basis for strategic decisions.
