The whole social moral level, examination of the historical and cultural background, examination atmosphere, examination system and pattern, the severe employment pressure and the examinee personal moral standards, all exert great influence to "the examinee moral".Building a fair test system, we must strengthen the examinee moral construction. There are three routes:first, the correct examination view must be set up, second, we must strengthen the honesty education, three, we must strengthen the construction of legal system.
