In the process of graduate student recruiting, the personal information of candidates should be used. Along with the development of the academic degree and graduate student education, the reformation of graduate student education gets into a key period. Together with the National Development and Reform Commission and the Ministry of Finance, the Ministry of Education has published a series of documents about the reformation of graduate student education. In these documents, the most basic thing is controlling and enhancing the quality of candidates for the entrance examination of graduate school. But how can we evaluate the examinee of Graduate Candidate Tset scientificly? We don’t have enough research on this area.In this paper, the author first introduces the connotation and classification of personal information and personal quality, discoveries the relation between personal information and personal quality according to the "Comprehensive Information" theory; and then summarizes the policies of enrolling graduate students and the development of the evaluation of examinee of our country and other countries. After several expert interviews, using the competency model of human resource assessment for reference, the author proposes an initial questionnaire and an evaluation of examinee model.In this paper, the author put forward to an evaluation model for examinee of Graduate Candidate Tset, and does an empirical test by using the statistical methods including factor analysis and structural equation model. In the evaluation model, the evaluating index includes moral character and sense of worth, emotion quality, capacity quality, knowledge quality, scientific research and practice. Then the model is validated and modified on basis of the data collected through a large-scale survey using the formal questionnaire, research methods including confirmatory factor analysis and structural equation modeling. At the end, the model includes motive force, emotion quality, capacity quality, knowledge quality. The motive force includes the motivation for examination, the interest of major, the employment orientation. The emotion quality includes the responsibility, the sense of discipline, the self knowledge and control, and the self encouragement. The capacity quality includes the language competence, the logical thinking ability, the critical thinking ability, the independent learning ability, the creative ability, the emergency-dealing ability. The knowledge quality includes the major knowledge, the mathematics knowledge, the information management knowledge, the foreign language knowledge, the humanity and social science and economic and management knowledge, the research ability, the scientific research achievement, the practice ability, the social practice.In this paper, the author also collects the number of scientific research achievements and the times of receiving rewards of related samples in the formal questionnaire. In the correlation test, the comprehensive quality of examinee of Graduate Candidate Tset is positively correlation with academic achievement. Graduate students comprehensive quality model can be used to predict academic achievement.In this paper, the author also analyzes the adjusting influence of the gender, education level and major in the model. The weight of the first grade index "motive force" changes significant in different groups. The weight of the second grade indexes such as "the language competence", "the mathematics knowledge", "the social practice", "the logical thinking ability" and "the emergency-dealing ability" change significant in different groups.In this model, the weights of the knowledge quality and the capacity quality are higher, the weight of the emotion quality is lower. This model can help school and examinee both.This study enlightens both the theoretical and applied research of information science and the educational science. There are several tactics when the model is applied to the graduate student recruiting work, such as the examinees’ personal information should be paied more attention to, the evaluation model should be applied to the information management system of graduate student recruiting, and so on.
