Although China has a long history of private education, it began to develop about in the nineteen eighties, Anhui’s private higher education was started about in ninety time. Although it started later, but development is well. In2011, Anhui province had19private universities which had rights to Graduate Diploma qualifications independently, containing four colleges, private colleges has become an integral part of higher education in Anhui. The government of Anhui province put forward “a province with lots of higher education” to “a province with strong higher education” in the "12th Five-Year Plan", which provides a broad development space for Anhui private higher education to adapt economic development and government policy. At present, how is the private higher education’s situation and how to develop it in the future in Anhui, one side, they well affect the overall development level of private higher education in China on the other hand, have a profound impact to popularization of higher education in Anhui.With these questions, this article use the historical review to analysis the development of higher education and summary characteristics in Anhui, further analysis on the restricting factors of the development of Anhui private higher education and then through the comparative research method, analysis on foreign private higher education as well as domestic provinces which have developed private higher education well. Though the comparison, it is a trend to development private higher education, and having advantages to development at last, by using the economics supply and demand theory to analysis of Anhui private higher education’s supply and demand, put forward the contradiction of supply and demand contradiction, so as to proposing the solution countermeasure. The full text is carried out using statistical analysis, using data analysis to derive the corresponding viewpoints and conclusions.This paper describes the effective demand of Anhui private higher education is increasing rapidly but still inadequate supplying continued to increase but still insufficient and uneven regional distribution unbalance of gross of supply and demand, reflected in the lack of effective demand, supply surplus of Civilian-run Colleges and universities, is to pile up in excess of requirement. The main reason are exampled as following: one is that the quality of the private universities supply is not well generally the other reason is that family have limited capacity to pay the high tuition fees of private higher education. Anhui private higher education supply and demand structure is unbalanced, reflected in the private university’s effective supply insufficiency, which cannot satisfy the demand of individual and social. The reason as following: one is that the number of high-quality is small, however the individual demand is great two is that the employing units on the" education" in less demand because of the low quality of students three is that the Graduates is not adapt to economic and social development needs. so, the level structure and subject structure of Anhui private higher education’s supply cannot satisfy the need of individual and societyIn view of the above problems, this paper forward the following policy: reducing the cost of Anhui private higher education needs, such as advocating social donation, striving for the support of government funding for education, improving the scholarship and grants system influencing people’s n consumption consciousness of private higher education, through newspapers, television, magazines and other information to strengthen social awareness the private higher education broadening the supply of private higher education broadening the market and product demand of private higher education guiding the supply structural of private higher education to be changed in Anhui in order to meeting people’s diversified needs of private higher education...
