Research On Supply And Demand Contradiction And Equilibrium Mechanism Of Private Higher Education In Northeast China

With the continuous improvement of the market economy,China's higher education structure and mode has undergone very obvious changes,China's private higher education from scratch,from the state does not support to today's guidance and encouragement.The policy space of private higher education is expanding,and the Northeast is the first place to introduce the support plan for private higher education.In November 2015,Chairman Xi Jinping put forward an important feature of higher education in the Outline of the National Medium and Long-term Education Reform and Development Plan(2010-2020)that is to "enhance the social service capacity of higher education".The important method of higher education reform is to give full play to the law of higher education market itself,improve the efficiency of higher education market,and optimize the reform of higher education supply.Northeast China is a region with rapid development of private higher education.The present situation and reform of private higher education in Northeast China are of great significance to the development of private higher education in China.This paper will analyze the supply and demand state of Northeast China from the angle of supply and demand of the basic theory of economics,and use the theory of supply and demand to analyze the supply and demand state of Northeast China.At the same time,it is committed to explore the establishment of a supply-demand equilibrium mechanism for the development of private higher education.Using the method of questionnaire and data analysis,this paper describes the current situation and characteristics of supply and demand of private higher education in China in recent years,and makes a quantitative analysis of the factors affecting supply and demand of private higher education,aiming to clarify the supply and demand of private higher education in Northeast China.The main conclusions of this paper are as follows.First of all,the supply and demand of private higher education in Northeast China have reached the state of oversupply in terms of total quantity.The supply of higher education in Northeast China can meet the demand of Northeast China in terms of quantity.At the same time,the demand of private higher education in Northeast China is mainly in excess demand and differential demand.Under the condition of supply and demand,the development of higher education has changed from the development of quantity to the transformation of quality.Secondly,under the background of relatively sufficient supply of higher education in Northeast China,there are some problems in the supply structure of private higher education in Northeast China.On the one hand,in terms of educational level,the development of the specialized level of private colleges and universities is relatively slow,the educational level of private colleges and universities is relatively single,and the educational level of higher education is relatively simple.The connection is not smooth.On the other hand,the number of Independent Colleges in private colleges is large,and the problem of their transformation is closely related to the development of private colleges in this region.Thirdly,in the supply of private higher education,the colleges and universities in Northeast China are lack of characteristic majors and strong majors.Most of them are inclined to set up popular majors,which leads to the convergence of specialty settings in the private colleges and universities in Northeast China.Finally,the non-governmental institutions of higher learning in Northeast China are distributed in an uncoordinated economic development,and the regional economic radiation is not strong.In order to achieve long-term development,private higher education must establish a long-term supply and demand balance mechanism.Based on the analysis of the supply and demand situation of private colleges in Northeast China,this paper puts forward that the supply and demand balance mechanism of private colleges and universities mainly consists of core mechanism,long-term mechanism,guarantee mechanism and overall planning mechanism.The core mechanism of balancing supply and demand of private higher education lies in giving full play to the role of the market in the field of education,taking market mechanism as the main way to allocate resources,and the government continuously guides the development direction of private higher education,thus realizing the integration of market mechanism and government functions.Its long-term mechanism is to establish a scientific evaluation system for private colleges and universities,focusing on promoting the development of a number of high-quality private colleges and universities.Its guarantee mechanism is to construct legal guarantee and financial guarantee system.Its overall planning mechanism is to set up early warning mechanism and evaluation system for talents and promote the construction of higher education think tanks.In view of the problems of private higher education in Northeast China,this paper puts forward the following policy suggestions to build a reasonable supply and demand relationship of private higher education.First of all,the government should promote the transformation of universities and vigorously support the transformation and development of private universities.We should actively promote the transformation of its original elite education system and mode,actively explore the mode of combining with the market,adapt to the development of socialist market economy,and promote the transformation of undergraduate colleges and universities into application-oriented ones.Secondly,we should build a reasonable level of higher education and realize the coordinated development of different educational levels.Thirdly,the dislocation layout will promote the development of regional economy and give full play to the radiation effect of higher education.Finally,we should construct applied universities and specialties with strong characteristics,establish the dynamic adjustment mechanism of specialties in Colleges and universities,and optimize the effective supply of private higher education.
