Research On Funding Income And Expenditure Structure Of Hubei University

Funding is the backbone of education. Education funding is not only the material basis and the necessary precondition for the development of education, but also the most direct material factors which have been affected enhances the quality of education. Currently, our country higher education funding is very tight, while as the backbone of the local school of Hubei Province, Hubei University’s funding is particularly tense. This not only directly affects the school’s development and personnel training quality, but will also further widen the gap between institutions and ministries universities.Based on the funding income and expenditure structure’s status, changes in a decade and characteristics of Hubei University, the analysis displays that the funding income structure exists the budgetary public funding per student and research funding income are low, social contributions revenue is instability and so on, while the structure of expenditure exists the bank loan interest expense is big, public expenditure, scholarships expenditure and research expenditure are low, etc.Focus on the problems in the funding income and expenditure structure of Hubei University, put forward various policy recommendations. In the improvement funding income structure aspect, suggested that the Central Government should improve the relevant laws and policies to encourage donations, improve the assessment of indicators of local government and the fiscal transfer payment system of higher education; the local government financial allocations should be steadily increased the proportion of the budget and the establishment of grant funding system; to absorb social capital school; the timely payment of individual fees; the university should foster the advantages and features of scientific research projects and try to promote social donations. To improve the expenditure structure, recommended use the "BOT" model to resolve the loan debt crisis; gradually reduce the redundant staff; increase the amount of scholarships expenditures and research expenditures.
