Funding is the foundation and guarantee for the existence of the university.World-class universities must have world-class funding.As a historic plan for the Party Central Committee and the State Council to realize China’s transition from a higher education country to a higher education power,the construction of world-class universities requires a large amount of financial support,but in the process of running a school,there is still a small scale of income and expenditure,and income structure.The problems of dualization,unreasonable expenditure structure,and low efficiency of fund utilization have seriously affected the construction process of world-class universities in China.Scientific research is the core competitiveness of world-class universities.The level of scientific research output can not only reflect the university’s scientific and technological innovation ability,but also reflect the research ability of teachers and the quality of students’ training.It can be used to measure the level of university construction.Therefore,if we are to accelerate the construction of a world-class university,we must thoroughly study the relationship between university funding and scientific research output,thereby increasing the scale of funding,optimizing the structure of funds and expenditures,improving the efficiency of fund use,and improving university research output.As we all know,the United States has the mostcomplete higher education system,and has the largest number of top universities in the world.Its education level and scientific research strength are leading the world.Therefore,this article combines public product theory,cost sharing and compensation theory,and resource dependence theory to collect and classify 17 world-class public universities and 19 world-class public universities in the world in the academic rankings of Shanghai Jiaotong University.The funding data of private universities from 2002 to2017 and the scientific research output data from 2003 to 2018,through the definition of the scale of world-class university funding,the structure of income and expenditure and the measurement of scientific research output,the scale of funds,the structure of revenue and expenditure The regression model of scientific research output relationship,research and explain what kind of funding scale and income and expenditure structure of world-class universities can help to improve scientific research output,in order to improve the efficiency of university university use,enhance the university’s core competitiveness,and promote the world.Provide policy advice for the construction of first-rate universities.This article is divided into six chapters.The first chapter is the introduction,focusing on the research background,the significance of the topic,research review and research methods.The second chapter mainly defines the theoretical basis of research and defines the core concepts of research.The third chapter mainly introduces research hypotheses,sample selection and data sources.The fourth chapter is the descriptive statistical analysis.It mainly conducts in-depth and descriptive statistical analysis of the funds and scientific research output data,and summarizes the status,changes and characteristics of the scientific research output,funding scale,income and expenditure structure of the world’s leading universities in the United States.The fifth chapter is the regression model analysis.By constructing the OLS model,the random effects model and the fixed effect model,the author studies the relationship between the scale of the world-class universities,the structure of income and expenditure and the output of scientific research,and tries to explain its internal influence mechanism.The law of education and the logic of development.The sixth chapter summarizes the conclusions obtained in this paper and its enlightenment and suggestions for the construction of world-class universities in China,and initially discusses and constructs the logical ideas and institutional framework for the reform of the world-class universities in China.Descriptive statistical analysis of the data shows that the number of scientific research output indicators of 36 world-class universities in 2003-2018 showed a trend of“first decline and then rise”;the impact indicators of scientific research output “stable first and then fall”;2002-2017 The annual average income of the school has an upward trend;the total expenditure of the school has increased year by year;the average income and expenditure of the school has been almost equal;the average expenditure per teacher and the per capita expenditure have increased year by year;the income structure,expenditure structure and wage structure are stable.The results of the regression model show that the scale of the world-class universities,the structure of income and expenditure,and the structure of wages all have a significant impact on the output of scientific research.Among them,the increase in the scale of expenditures and expenditures can significantly increase the output of scientific research;the changes in subsidies and contracts,government grants,and tuition and fees in the income structure will have an impact on scientific research output;the total wages in the expenditure structure,research is also on scientific research.There is a significant positive impact;in the wage structure,increasing research wages can best help to increase scientific research output.Therefore,this paper suggests that the construction of world-class universities in China needs to change the way government funds are allocated,increase the investment in education funds through multiple channels,expand the scale of expenditures,comprehensively consider the influencing factors to determine tuition standards,increase wage expenses,increase research-based basic wages,and expand the degree of disclosure of financial information.
