A Study On The Funding Level And Structure Of World-class Universities

Constructing world-class universities and first-class disciplines is a major strategic decision that made by the Party Central Committee and the Sate Council.There are only four Chinese universities in the latest Thames Higher Education World University Rankings Top 100 universities,which means the "double first-class construction" goal is still very far away.First-class universities must have first-class financial resources.Since the implementation of the "985 project" and "211 project",the scale of funding in our universities gradually increased,the source of funding is more diversified.However,funding sources of our universities still depend more on government funding and tuition income,universities still have the problem of low funding use efficiency,low financial transparency,unreasonable division of expenditure and not reflecting the expenditure of teaching and research alone.The development of American universities occupies an important position in the pattern of higher education throughout the world.There are thirty-nine American universities in the latest Thames Higher Education World University Rankings Top 100 universities.Considering the United States has the most developed higher education system in the world and a clear academic advantage,we chose world-class universities of America as samples,collect and collate university financial revenue and expenditure data,analyze the status,characteristics and development trends of the level and structure of world-class universities,by comparing first class universities with nationwide universities,first class public university and first class private university,first class public universities of China and America,we can understand the similarities and differences of the level and structure of university from different aspects,therefore the study can provide reference value and experience for the universities to adjust the level of funding and optimize the structure of revenue and expenditure,and for our country to build world-class universities and first-class disciplines.The paper contains seven parts,the first part introduces the background and significance of the research,reviews the current situation of research at home and abroad,selects the research methods,and organizes the research ideas and analysis framework;the second part elaborates the basic theory,defines the core concept,and discusses the sample university choice question;the third part examines the level of funding for world-classuniversities of America,by comparing the level of income and expenditure levels between world-class public universities and US four-year public universities,world-class private universities and US four-year nonprofit private universities,we can find out the characteristics of the world-class university funding level;the fourth part studies the structure of the world's leading universities in America,we can find out the characteristics of the income and expenditure structure of world-class universities through comparison;the fifth part draws the status and existing problems of China by comparing the level and structure of world-class universities in China and the United States;the sixth part summarizes the above research and puts forward the corresponding countermeasures according to the existing problems,thereby we can adjust the level of funding and optimize the structure of revenue and expenditure,and promoting the "double first-class construction" goal;the seventh part explores the shortcomings and prospects of the study.
