Research On The Issues Of President Responsibility System Under The Leadership Of Party Committee In The Universities And Colleges

The universities and colleges is an important position to train builders and successors for the socialist cause. Running the universities and colleges well is about the future of the socialist modernization. How do the universities and colleges run, the leadership system in the universities and colleges is particularly important. Therefore, it is very necessary to research on the current leadership system in the universities and colleges, and make it perfect. The universities and colleges’leadership system in our country has evolved from the president responsibility system in the early stage of our country’s foundation into today’s the president responsibility system under the leadership of Party committee. In general, its operation is in good condition. But the system also has a certain issues during its operation. Therefore, in order to meet the need of reform and development of our country’s universities and colleges, the universities and colleges still need to perfect this leadership system on the basis of insisting it.First, this paper starts from the evolution of the leadership system in the universities and colleges, divides the leadership system’s historical evolution since our state’s founding into four stages:initial stage, the management out of control stage, recovery stage of development, and establishment stage. Then, discusses the main content of the president responsibility system under the leadership of Party committee, including its connotation, segregation of duties, several key relationships and characteristics. On this basis, the paper focuses on the operation of the status of the president responsibility system under the leadership of Party committee, in which affirms its achievements after the universities and colleges implementing this leadership system, such as popularization of higher education, work pattern, system security, the work of party building, maintaining social stability. However, raised the main issues of this leadership system during operation, such as lack of standardized and detailed supporting details, the imperfect design of the system and no separation between the Party work and the government work, the non-uniform awareness and the inharmonious cooperation between the Party and government, overlapping institutional settings and inefficient execution, etc. In response to the above issues, this paper is to put forward the corresponding countermeasures:on the one hand, put forward the improvement measures of this leadership system, including revise or introduce relevant terms and conditions, establish and improve the decision-making mechanism, the organization implementation mechanism, the supervision mechanism, the accountability mechanism and the incentive mechanism, strengthen the construction of Party and government leadership; on the other hand, put forward the exploring ideas of this leadership system reform, the small-scale universities and colleges can implement the unity of Party and government, and our country’s universities and colleges can set up the board or council on the basis of using the foreign universities and colleges’leadership system for reference, the board or council is composed of the people from all walks of life in and outside universities and colleges. And separate administrative and academic, adhere to the professor governance teaching.
