Study Of The President Responsibility System Under The Leadership Of The Party Committee

The leadership system in university is a vitally important problem related to the stability and development of university, which has been attended highly in society and academic field. Since the founding of PRC, the system has experienced adjustment for seven times. Every time the change led to vast controversy and discussion at that time. When"the law of higher education of PRC"was enacted in 1998,the president responsibility system under the leadership of party committees in university was confirmed as leadership system of university by law. This is not only a necessary conclusion of grope , but also an objective reaction to the reality. However, the system is not smooth while running. The reason lies in some problems, for example, the unclear responsibility between party and administration; the unharmonious relationship between party and administration; lacks of regulative and monitor system. Part three Nowadays,it is necessary to stick to and improve the president responsibility system under the leadership of party committee and bring forward some suggestions dealing with some kinds of relations correctly, strengthening unit construction, reinforcing system's building and sticking to the principle of governing university by law.
