The President Accountability System Leaded By Party Committee: From An Institutional Perspective

The development of higher education institutions is one of most important parts of the holy cause of China socialist construction. The mission of higher education institutions are incubating the qualified builders for the holy socialist cause and selecting successors for China Communist Party (CCP). The leadership of CCP in higher education institutions is determined by the characters of our country. The leadership of CCP in higher education institutions realizes through steering their missions, guidance, making strategic decisions on the reforms and development of higher education institutions. The consistent implementation of The President Accountability System leaded by Party Committee is the prime guarantee and embodiment of the leadership of CCP.From the perspective of institution, this paper analyze the several questions of current The President Accountability System leaded by Party Committee, which is the core of power systems of higher education institutions, to prove, historically and practically, the implementation of The President Accountability System leaded by Party Committee is an inevitable and essential choice. Also, this paper makes an analysis on the technical flaws in the process of execution of this systems, and pictures the games involving in power, rights, and benefits with this system. Based on these analyses, this paper seeks into the leadership and management system overseas and finally puts forward the measures should be taken to perfect the current President Accountability System leaded by Party Committee, as well as make a prediction of the trend of reform and development of it in China.
