Comparative Study Of The President Accountability System Leaded By Party Committee In China And Faculty Governance In Western Countries

In the last 50s, the higher education management system was founded based on the planned economy, which means the organization and operation of the universities had to follow the system of concentration of power. In the development of the recent 60years, the current system presented some shortcomings, such as rigidity, academic freedom confinement and education confinement. Based on research on the higher school management system in China and west countries, it is proposed that the president accountability system leaded by party committee system is the optimum choice for our country.At the first part of this work, the meaning of the president accountability system leaded by party committee system was introduced, and the eight stage revolutions of this system were summarized; then Cai Yuanpei, Mei Yiqi, Zhang Bocen, Guo Bingwen and Zhu kezhen were taken as examples to introduce the faculty governance system and the influence of this system on the development of higher school system development were clarified.In the third part, the faculty governance management system's origin, consolidation, development and revolution were summarized. The operation model of faculty governance in U.S., Britain, France and Germany were analyzed, and the corresponding representative universities in these counties were recommended. The above review indicated that it necessary to innovate for the universities although their management systems were inherited, which make the faculty government management system to keep youth forever.Based on the advantage of the experiences of the president accountability system leaded by party committee and the faculty governance in western countries, some suggestions were proposed, such as academic freedom, non administration, the relationship between stability and modification. At the last part of this work, it is proposed that it is necessary to persist in the president accountability system leaded by party committee system for it fit our country. At present time, to make the system run better, some work should focus on the law management, harmonious leadership and system construction enhancement and so on.
