Since the reform and opening up, with the deepening of the householdregistration system reform and market-oriented process, the degree of freedom of ourpopulation mobility has been greatly improved. In the era of economic globalization,the number of China’s cross-border outflow population is increasing, it becomes asocial phenomenon, economic phenomenon and demographic phenomena that cannotbe ignored.In the population flowing tide, the population mobility has become morefrequent in the border areas of Jilin Province. From the traditional inter-provincialmobility to the domestic mobility, in recent years, the number of transnational flowpopulation gradually increased. In the border region of Jilin Province, due to theimpact of the special resources and environment, traditional production and lifestyle,the income and living standards of local residents are relatively low. The higherwages and higher standard of living in the developed countries, strongly attracts the population in the border areas of Jilin Province, especially the young and middle-agedpeople. Now the population in the border areas of Jilin Province can be found in morethan30countries and regions, such as Korea, Russia, Japan, the United States,Germany, Australia, Southeast Asia and the Middle East…Most people cross-borderoutflow to South Korea, which is due to there are a large number of Koreanpopulation in the border areas of Jilin Province, and the Korean population and theSouth Korean speaking the same language and their lifestyle are similar, plus the highsalary levels in South Korea, so many people in the border areas of Jilin Provinceconstant flow to South Korea with the desire to get rich.Among the cross-border outflow population in the border areas of Jilin Province,the proportion of men slightly higher than that of women, each accounted for52.48percent and47.52percent.72.81percent of the cross-border outflow population isyoung labor force in25-49years old and the peak of the migration of the malepopulation is in30-34years old. But there are two peaks in the female populationmigration and the two peaks are in30-34years old and45-49years old. Among thecross-border outflow population in the border areas of Jilin Province,97.08percentare Korean and92.67percent of the people flow to Korea.It is because that theyspeak the same language and have similar lifestyle, and the South Korea’s high salarylevel becomes the powerful pull to the Korean population in the border areas of Jilin Province. Among the cross-border outflow population,59.18percent are in the firstmarriage;70.84percent are in junior middle school education level;85.74percenthave agricultural household.96.38percent go abroad to work or do business, so thepopulation in the border region of Jilin Province mainly cross-border outflow foreconomic purpose.There are the result by using Logistic Regression Analysis: Firstly, compared tothe internal migrants in the border areas of Jilin Province, among the cross-borderoutflow population in the border areas of Jilin Province, the cross-border outflow riskof the population over the age of15is higher than that of the population between0to14years old; the cross-border outflow tendency of the Korean and Manchupopulation are much greater than that of the Han population; the first-marriedpopulation and the divorced population are easy to cross-border outflow than theunmarried population; the attitude to cross-border outflow of the educated people ismore conservative than that of the illiterate people. Secondly, compared to populationwho don’t outflow in the border areas of Jilin Province, among the cross-borderoutflow population in the border areas of Jilin Province, the cross-border outflow willof the people between15to59years old is the most strongly; the cross-borderoutflow tendency of Korean and Manchu population are much greater than that of theHan population; the attitude to cross-border outflow of the remarried people is more conservative than that of the unmarried people, but the divorced population are easyto cross-border outflow than the unmarried population; the people who used to workoutside the home are easy to cross-border outflow.The cross-border outflow of the population in the border areas of Jilin Provincehas both negative impacts and positive impacts on the border areas of Jilin Province.People cross-border outflow can increase their family income; speed up economicdevelopment and urbanization of the border areas of Jilin Province; promote a changein people’s consciousness; but also reduce the stability of marriage, exacerbate themarriage market squeeze in the border areas of Jilin Province; indirectly lead to thenegative population growth and aging workforce; making the education in the borderareas of Jilin Province face a serious crisis; more seriously is to bring hidden dangersto the security in the border region.
