The tendency of inter-provincial andcross-border population flow is increasingly significant. China’s land border region,the junction of China and our neighbors, plays a unique role of economics, politicsand culture due to the specialties of its nature, location and other factors. Because of the economic developmentand population in the border area of inflow to the imbalance of economicdevelopment in border areas to reduce the phenomenon of more and more people, inorder to solve the population problem in the border areas, we should promote the development of rural economy, optimizing the structure of the population, improvepopulation quality, and actively safeguard the border security, maintain a balanceddevelopment in the border areas of population.Methods for the study of the author in this paper uses the literature analysis,survey, comparative analysis, quantitative analysis, annual survey, finishing a largeamount of accurate data for this collection, provides a strong basis for the researchwork.The second chapter: introduces the basic concepts related to border areas,border counties, population migration, population outflow, cross-border flow ofpopulation and the related theory of border area population flow. The push and pulltheory (Push-Pull Theory), La Vince Tan (E.G.Ravwenstein) migration theory,population economics, regional population and economy coordinated developmenttheory, the border area development theory, including the theory of domestic andforeign scholars on the border of population flow, border area social economycoordinated development problems, put forward the concept of the theory.The third chapter: it introduces the basic situation of Heilongjiang three bordercounties of population and social economy, including the Heilongjiang three countyborder location and natural conditions.
