| In recent years, with an increasing number of inputs in colleges and universities, the government procurement projects and their scope are all expanding. Therefore, the government procurement performance evaluation work is receiving more and more attention by colleges and universities in China. Its main practice of performance evaluation of government purchasing is in the process of concrete procurement procedures and methods, supervision and assessment. It is of great significance to strengthen the management of government procurement in colleges. However, the most of them purely place great emphasis on the goal of saving. The study of the construction of complete government procurement performance evaluation index system and government regulation about the government procurement in colleges and universities involves less.In this thesis, we study how to build and apply a government procurement performance evaluation index system of colleges and universities. On the basis of the theory of performance evaluation of government procurement, combining with the characteristics of government procurement in colleges and universities and the performance evaluation system of multiple value orientation, we study theoretical framework and evaluation indicators of government procurement performance evaluation in colleges and universities. The main method to be used is analytic hierarchy process (AHP) and principal component analysis (PCA) based on BSC theory. According to the combination of qualitative and quantitative, and appropriate priori information, the appropriate method to determine index weight is provided. Consequently, the quantitative evaluation model for government procurement performance evaluation in colleges and universities and corresponding performance score are given. The results provide some reference in order to further strengthen the government procurement management。The main content includes the following several parts. The first part discussed selected topic background, research significance, research status at home and abroad. Based on these, the study method and technical route are provided. The second part analyzed the government procurement performance evaluation of the basic theory and research status at home and aboard, and provided theoretical foundation for research on government procurement performance evaluation. Based on fully discussion of the present situation and the significance of performance evaluation of the government procurement in colleges and universities, we studied the connotation of the performance evaluation index system, construction principle and the specific design problems. Furthermore, the construction plan about the performance evaluation index system of colleges and universities is determined. According to the plan, we discuss the construction process and its data simulation analysis of the government procurement performance evaluation model of colleges and universities. Meanwhile, the evaluation process of the government procurement performance evaluation method in colleges and universities and element task of the government procurement performance evaluation of colleges and universities is investigated. At last, some countermeasures to improve the government procurement performance, the research conclusions, the prospects of future study are given, respectively. |
