Management is playing an increasingly important role in theinformation economy era. With in-depth reform of China's education system and the technical material management, university's equipment procurement work has been gradually getting on the scientific, standardized and systematic track. But in practical work, how to operate and implement system would maximally give full play investment efficiency, which has put forward higher demands for ideological quality and professional level of the equipment procurement staff in colleges and universities. In addition, with the expansion and reform of colleges and universities, the equipment procurement system is not perfect. There is an urgent need for the implement of performance management in equipment procurement and establishment and improvement of procurement performance management mechanism. We may establish indicator system suitable to practice starting form the equipment procurement in universities. Using performance evaluation could achieve aim to "increasing pressure, increasing power and increasing vitality." The fully monitoring of procurement process would improve procurement efficiency, reduce cost and optimize the distribution of material resources to serve for the teaching and research better. This would enhance the popularity and competitiveness of the university.This dissertation analyzes the performance management mechanism of university's instrument and equipment procurement from four aspects. They are background of the topic, practical needs, situation analysis and strategies.In Chapter I, the purpose and significance of the topic, research methods and ideas, the role of university equipments, the necessities of performance management on the equipment procurement and the theory of performance management mechanism are analyzed.In Chapter II, the significance of the performance management, indicators' selection principles and implementation of the indicators system are analyzed. The focus is on the selection principle of performance evaluation indicators, the scope of examination and construction of evaluation index system.In Chapter III, developing process and situation of equipment procurement in Anhui University are analyzed from actual conditions and performance appraisal index systems of equipment procurement are constructed. The problems existing in the current procurement are pointed out by the appraisal implementation and analysis.In Chapter IV, according to the existing problems of equipment procurement in Anhui University, the suggestions on university's equipment procurement are given combining with practical. And some strategies and working ideas on how to improve the performance of equipment procurement are provided...
