Research On Optimization Of Evaluation System Of Procurement Agency Of T University Under New Purchasing Person System

With the deepening and continuous improvement of the reform of government procurement system in China,procurement agency,as one of the parties involved in government procurement,plays an important role in ensuring the fairness and justice of procurement process and the efficiency of financial fund use.T University is a comprehensive,research-oriented,high-level first-class university.In order to effectively improve the efficiency of administrative departments,reduce the cost of fund use management,avoid the risk of fund use,and effectively serve teaching and scientific research,it has become a normal trend to introduce professional procurement agencies to complete the procurement work.It is of great significance to establish a set of scientific and applicable evaluation system and comprehensively select the procurement agencies with higher professional ability and service level in the face of many good and bad procurement agencies in the market,for standardizing procurement behavior and procedures and serving the construction of "double first-class" universities.Taking T University as an example,this paper conducts an in-depth analysis on the evaluation of purchasing agencies.Firstly,the research background and significance of this paper are explained,and the research status of government procurement and procurement agency evaluation by domestic and foreign scholars is summarized and reviewed.The content and methods of this paper are determined,and the relevant concepts and theories required for this paper are elaborated;Secondly,from the selection process of procurement agency,evaluation index system and evaluation method of three aspects of the evaluation of T university procurement agency evaluation and selection status of the analysis,the evaluation of T university procurement agency evaluation index system is not comprehensive,evaluation index weight is not reasonable,evaluation method is not scientific and other problems;Thirdly,on the basis of the existing literature research,according to the relevant laws and regulations and the requirements of the new purchaser system,the initial evaluation index system is constructed,and then the Delphi method is used to screen the indicators.Finally,a final evaluation index system including hardware conditions,internal management,team building,procurement process,service quality,economic benefit and social benefit 7 first-level indicators and subdivided 29 second-level indicators has been formed;Finally,by comparing the advantages and disadvantages of various evaluation methods,using analytic hierarchy process(ahp)to cooperation now three procurement agency has carried on the empirical analysis,to T university determines the optimal procurement agencies,through the analysis of the evaluation results of old and new evaluation system,verified the proposed evaluation system and evaluation method is scientific and feasible.This study has important application value for T University to carry out procurement agency evaluation,improve the school’s procurement management level,and standardize the procurement process and procurement methods.At the same time,the research content also has reference significance for other universities.
