In the21st century, the level of education development has become an important basis tomeasure whether a country is powerful or not. Since its founding, our country’s educationdevelopment has been in the twists and turns, and has obtained certain results. But the educationdevelopment in rural area is still in a low level, which lags far behind urban areas. This is animportant factor which causes the economic development of rural areas lagging behind the city’s. So,the problem of basic education in rural areas deserves more attention and further improvement.Since rural teachers’ team construction is the top priority to improve the rural basic education, it willhave unusual significance to build a high quality, enough quantity, reasonable structure of ruralteachers for solving the problem of rural education. At the same time, it will be of great help toimprove the quality of farmers and accelerate the new socialism countryside construction.Shanxi Province has a large population, whose agricultural population accounts for more than60%. Shanxi Xiangfen is located in the southern central of Shanxi Province, which has therelatively dense population, with a total of500000people, including439000people in the ruralpopulation, which accounting for87.8%of the total population. Therefore, it has a great number ofrural schools. In addition to the three county city primary schools, there are22village and townshipinter-schools, the rest92are complete village primary school, accounting for75%of the totalnumber of primary school, which has a larger representativeness. So I selected Xiangfen ruralprimary school teachers for my study, and I hope that this article writing will provide certain helpimprove the rural teachers team construction in our province.This paper was based on related theory of education and management, which analyzes theexisting problems in the rural primary school teachers in Xiangfen through the study of28ruralprimary school in Xiangfen,,and find out the causes of problems. In the end, I put forward thecorresponding solution countermeasures according to the problem. This article studies the reasonsof rural teachers’ team construction mainly around China’s urban-rural dual structure. One led to theunbalanced education resources between urban and rural areas is funds shortage. The root isUrban-rural dual structure. The current hinder of rural education is facing great shortage ofeducational funds. In the countermeasures and suggestion to solve construction of rural teachers, this paper points out that the current education system in China is of some unreasonable factors, inaccess to the literature material, and on the basis of a full consideration of the rural teachers’ currentreality. It puts forward that our government should have given more support and protection in ruralareas at present to make sure that various benefits as well as social status of rural teachers can beimproved. The government should gradually establish Government support system for ruraleducation, and the establishment of political system and the social security system to ensure therights of rural teachers. This paper also suggests improving the basic system of rural teachers,mainly including the reform of the current personnel management system, standard system ofvocational teachers, and the system of teachers’ recruitment. Meanwhile, to improve the level ofrural teachers’ own professional skill should be valued. This article put forward concretesuggestions mainly from several aspects such as the adjustment of rural teacher training mode,improvement of rural teachers’ evaluation system and so on, hoping to provide positiveimprovement of rural teachers’ professional quality.
