In the process of new curriculum reform,"high class","make students be the masters oflearning” has become a new topic. As a compulsory basic course, the ideological and politicalcourse of high school should become an effective medium to help students learn and live.Therefore, we must proceed from the ideological and political teaching design, from the problemof design to improve the political classes, to improve class efficiency.The problem design is animportant part of instructional design, but also to some extent related to the success or failure ofthe whole class. The design of the study on the issue can be linked to Bruner’s discovery ofpedagogy, explore pedagogy problems pedagogy, problem-based learning theories, theseteaching methods provide a theoretical basis for current teachers to study instructional designand even problems design. This paper introduces two theoretical basis of the problem of teachingmethods and problem-based teaching. This paper is divided into three parts, the definition of theconcept of the problem, the important role in the design of effective problem and theInvestigation of the achievements and shortcomings current teachers achieve in problem design,and summed up the teachers should do to improve the ability of the design problems and specificapplications, so as to offer a lot of constructive opinions to enhance the effectiveness of theproblems design of the ideological and political teaching of the high school.The first part mainly introduces the concepts of problem and the important role of theproblems design. On the definition of the problem, mainly refers to the American scholar RobertDelisle and Chinese scholar Feng Wei dong’s, for the present,more authoritative definition isproposed by the American psychologist Newell and Simon: The problem is such a scenario,individuals want to do something, but can not immediately know a series of actions taken in thismatter. Through the above references, which leads to its own understanding of the issues; thenexpounds the important role of design problems, on the one hand, effective problem design is thebond of classroom smoothly, effective design helps develop students’ critical thinking. On theother hand, the problem of effective design is conducive to teaching goals; As for the process ofthe problem design, it is a reference to a process proposed by the American scholar RobertDelisle, and supplemented by an instance to be demonstrated. The second part, described the status of design problems in the ideological and politicalteaching, including the problem design achievements made in the current ideological andpolitical Teaching and shortcomings. First, I list several examples from the competition ofHigh-quality class and presentation class in recent years, which the teachers won a prize.Secondly, describes the problem occurred in the of problem design according to my practiceexperience. The hope is to provide a reference for teachers and my future teaching career.The third part,focuses on the improvement measures about problem design of the ideologicaland political course of high school. This part include something about improving teacher owncomprehensive quality and ability,changing the way students learn and the application ofproblems design in the ideological and political course of the high school. The first one is theadvice on how to improve teacher quality (knowledge base, enhanced settings doubt), dealwith the relationship between and students well and reinforce several skills(close to the students’zone of proximal development ", based on the emotional dimension design issues).The secondone is how to change the way students learn,mainly describe from learning situation analysis,training students of replication capacity and change the standard of evaluation of students; As forapplications,mainly from setting process of effective problem and teaching links: import link:problems design based on situations;in the process of teaching: problems design on group workand the ending problem design: design of suspension problems to expand the description, andevery aspect of the cited examples to prove.
