“A hundred years one lives,starting from his infancy learning”.Ever since the50sof the last centry,many countries in the world began to realise the improtance ofpreprimary education,they believe that preprimary education is the foundationaleducation of ones development,is the foundation of the foundation education,and thebeginning of the life-time education,they treat preprimary education as one of themost improtant targets of the future education.Our country is a agricultural country,people are mostly dwell in the countryside,so,the development of preprimaryeducation in rural areas is the key step of preprimary education in our country.Inrecent years,our country attaches great improtance to preprimary education,thenational preprimary education conference convened in2010and <the reform anddevelopment plan of the national mid-long term education(2010-2020)> both demandthat,we should develop the rural preprimary education mainly,and make efforts toimprove the popularity of the rural preprimary education.11.21.2010,the state councilproposes<several ideas concerning about the development of the rural preprimaryeducation recently>,what has stated clearly that we should treat the rural preprimaryeducation as an improtant part of the development of the new socialist countryside,itfully shows that the Party Central Committee,the State Council paid good attention to the rural preprimary education.In this background,all places in China proposedifferent kinds of policies in succession,by giving the responsibility to thegovernment,we can speed up the develop of the rural preprimary education.As anunderdevelopment area in Shandong province,Heze treat the development of the ruralpreprimary education and to build a lot of public kindergarten as a sally port to benefitthe people,and they have achieved some goals.But for the weak foundation,there arestill a lot of problems in the development of preprimary education.This paper focus on the present situation of the rural preprimary education ofHeze,adopts different kinds of method such as the Social investigationmethod,Statistical analysis method,Literature analysis method,Comparative studymethod to analysis the problems and the reasons of the problems of the presentsituation of the rural preprimary education of Heze deeply,to discover an efficient wayto speed up the development of the rural preprimary education. After investigate,Ithink that the investment of the rural preprimary education in Heze is poorlyinsufficient,the government has not undertake the corresponding responsibility,therural preprimary education is random,the education resource distribution isunreasonable,the quality of the private kindergarten is weak,the quality of the teachersis weak,the tendency of primary education is widely exist.Focus on the problems and fully considered the reasons of the problems,according to the demands about thereform and development of preprimary education of the state and theprovince,combined with the actual situation in Heze,we can build and developpreprimary education funding and management mechanism,standardise themanagement of private kindergartens,strengthen the build of the rural kindergartenfaculty,structure efficient research network by strengthen the functions of thegovernment to the preprimary education,so as to promote the rapid and healthydevelopment.
