For the everlasting fortune of our nation, education is the foundation. For the everlasting fortune of education, teachers are the foundation. Balanced development is the fundamental direction of current compulsory education of China. Teachers, as a first resource and core element of education, is the key factor that influences the balanced development of compulsory education. Therefore, strengthening the construction of teaching staff, which means to make efforts to build a professional primary and secondary school teachers team with appropriate numbers, balanced distribution, reasonable structure and full of energy, has important and far-reaching significance to realize the balanced development of compulsory education. This article, from the practice of teaching staff construction of compulsory education in Heze City, has depth analysis on the reasons of the imbalance development of teaching staff and makes recommendations thereof, which enriches the theory of teaching staff construction, and also has some practical significance to promote balanced development of compulsory education.This paper is divided into five chapters, Chapter1, Introduction, includes the background, purpose, significance, review of domestic and foreign relevant research results, research ideas and methods. Chapter2is about the definition and theory basis of related concepts, and it also describes the effect of teaching staff in balanced development of compulsory education. Chapter3analyzes the overview of compulsory education development and present situation of teaching staff in Heze City, which explores the causes and adverse effects of the imbalance between regions, cities and urban, schools of compulsory education teachers in Heze City through the aspects of quantities, age structure, educational structure, professional and technical position structure and subject structures of teaching staff. Chapter4concludes summarizes the main measures and preliminary results of promoting balanced development of compulsory education by strengthening teaching staff construction in Heze City. Chapter5is the focus of this paper; view of the current situation of Heze and China, it proposes several countermeasures and suggestions about how to strengthen the construction of teaching staff of compulsory education, which are hopefully to benefit teaching staff construction of compulsory education and make effort to balanced development of compulsory education in Heze City.
