With the development of economy, talent competition between countries becometoday’s global competition main body, cultivate talents need education. China is theworld’s most populous country in the world, abundant labor resources. China’spopulation occupies1/5of the world’s population quantity, domestic4/5of thepopulation are farmers, therefore, thoroughly improve the quality of the ruralpopulation is an important problem we face. Rural vocational education is our countryvocational education important constituent, responsible for the transfer of surpluslabor force and improve the rural population quality the important task, its functionplay degree and its development of a direct impact on the overall construction of thewell-off society in our country’s history. Since the reform and opening up, along withthe rapid development of rural education, appear a series of problems that cannot beignored. Since the party’s16big puts forward the comprehensive constructionwell-off society later, full mining rural human resource and are part of theconstruction of well-off society one of the important link. Basic education, ruralvocational education, adult education is to improve the rural human qualityindispensable link. Therefore, combined with the current China’s specific national conditions, in-depthstudy of China’s rural human resources development problem has important meaningand purpose.In this paper, the use of literature research and investigation, combining theanalysis method of mathematical statistics and comparative analysis of researchmethods, to manpower resource development and rural occupation education concept,to the related basic theory as the guide, to face the reality and the future, analysis ofTongjiang City rural occupation education present situation, main problems andrestricting factors. In view of occupation education school enrollment is not ideal ofTongjiang City junior high school students conducted a survey, by the obtained dataand draw lessons from foreign advanced experience and the enlightenment, putforward to solve the existing problems, advances the future of rural occupationeducation reform and development countermeasures.China’s rural person much ground is little, should develop agriculture to mustreduce population bearing capacity, to reduce capacity, must make a large number ofsurplus labor force transfer or to other places of employment, and this transfer tasksmust be completed by the rural occupation education, so our country rural occupationeducation task is difficult, but the development prospects is very broad. Thediscussion paper not quite perfect, future research has yet to be further deepened topromote Tongjiang City’s further development of vocational education in rural areasfor building new socialist countryside, building a moderately prosperous society in thegrand goal of building a socialist harmonious society and a contribution.
